When I lived in Texas, here is how it was explained to me...
Each county was alloted 2 scholarships a year in perpetuity by some benefactor for academic prowess. The caveat is that they have to meet certain criteria of need and or give back to the community socially which could include participation in sports, volunteering, arts, etc.... But everyone knows a wink is as good as a hand shake. For many, marginal athletes or those that meet the criteria perfectly and do not have egos that need massaging via athletic scholarship, this is a mechanism to have a large number of eligible players. Will send an email to see what I can find. The source was not a fan of the work around.
