To me this comes down to OL play as well...

More mobile QBs help hide the ineffectiveness of poor OL play. If our OL continues to improve than the QB would be whomever can put the offense in the best situations and can throw with more accuracy.

With a poor OL, the QB would probably be who can help take pressure off of the OL by adding another dimension to the offense.
